【活動の記録】

１）リアウサイト「Riau Biosphere Reserve Project」の説明（小林祥子）

インドネシアスマトラ島リアウ州にある天然林・観光林それにSinarMas社の産業人工林が複合した領域（70万ha）が、現在"UNESCO Wild Life Reserve"として申請されている。Biosphere Reserve is an area of terrestrial and coastal/marine ecosystems, or a combination thereof, which is internationally recognized within framework of UNESCO’s Program on Man and Biosphere. Biosphere Reserve is established to promote and demonstrate a balanced relationship between humans and biosphere. The Biosphere Reserve ｃｏｎｃｅｐｔ is a robust alternative approach and tool to achieving sustainable development.
The three functions of Biosphere Reserve are (1) Conservation: to conserve genetic, species, ecosystem and landscape resources; (2) Development: to enhance the economy of community and human welfare; (3) Logistic support: to support pilot project, environment education and training, research and monitoring related to conservation and sustainability.
リアウサイトは、Core Area (179 ha), Buffer Zone (222 ha), Transition Area (304 ha)から構成され、Core Area は、天然林を保全するため、Buffer Zone は、植林することにより、Core Zone を守るため、Transition Areaは、農業を行うAreaとされている。

このリアウサイトで、インドネシア科学院（LIPI）、林業省（Ministry of forestry）、リアウ大学、R&D Sinarmas およびイニシアティブ３のメンバーによる文理融合の研究を展開する。

２）提案事項に関する説明（林 隆久）

「Riau Biosphere Reserve Project」のSinarMas側の目的は、（１）会社のイメージを良くする、（２）森林の保全、（３）RDDによる収入、（４）エコツーリズムによる収入などが考えられる。

「Riau Biosphere Reserve Project」にイニシアチィブ３が参加する場合、以下のResearch project が提案された。

1. Collaborative natural resource management between local community and timber plantation (Equitable partnerships between corporate and small-holder partners in timber plantation industry)
   Culture
   Empowerment of local people
   Eco-tourism
   Illegal logging and encroachment
2. Dynamic evaluation of forest biomass in plantation forest using ground-based and satellite remote sensing data
3. Water/carbon cycle and soil moisture control, hydrogical mapping, weather observation in the peat swamp
4. Case study on biofuel production: from pulp to bioethanol
5. Biodiversity observation of Riau biosphere reserve
   Aquatic and Terrestrial (Conservation status)
   Valuation and development
6. Atmospheric observation by EAR (tentative)
7. Peat land Management and conservation
   Fire peat land
   Hydrology management
   Restoration
   Peat land physical and nutrition improvement

この案に対するコメントとして

1.の人文系の研究を京大の研究者が行うのは非常に困難である。リアウ大学の研究者が、地元の研究者や地元活動家とともにチームを組んで行い、京大は、コーディネートする形をとるべきである（田中）。
7.の研究についてもリアウ大学が主に研究を実施するべきである。リアウ大学が、リアウの泥炭湿地林をいかにして保全・改善するのか研究し、これと社会学的な面との関連性をもたせる（田中）。
現実のリアウサイトを見学すると、Core Areaの天然林は伐採されており、泥炭湿地にアカシアやユーカリを植えて沈下を防ぐ手段が考えられていないように伺える（水野）。このような「保全」を実施していない企業と共同研究を行ってもよいのであろうか、という疑問が生じる（田中）。
京大がＭＯＵを結ぶ場合、その書き方として、例えば、泥炭地をどのようにすれば破壊されないか、その方法を考える、また、破壊されてしまった泥炭地をどうのように改善するかなど、研究者としての中立的な立場を守る姿勢を盛り込む必要がある（田中）。

今後の予定
2009年2月に、リアウにおいて、R&D Sinarmas、 LIPI、 Kyoto University (G-COE)　および University of Riau (Research Center) and KSDA (Forest Department)の５者参画によるワークショップが開催され、そこで、ＭＯＵを結ぶ予定である。
